RFQ - Lots of holes in 1" HDPE - Rack for tubes

For an automated dispenser i am building i will need 4 racks that will hold the cartridges that will be filled.
In the future i may need many more, but i for now, 4 will do.

I have drawn the rack in autocad and can provide the drawing.

The material that i would like to get milled is a 1" thick HDPE sheet with dimensions of 21.5 x 14.5 "
This material is food grade and relatively cheap. I'm open to other suggestions, but would prefer something cheap, foodgrade and resistant to propylene glycol.
It would be preferred if you supply the material.

The rack consists of
3 sections with 27*8 holes (648 total)

The space between the three sections is 1"
The space between the holes in the row of 8 is 0.500"
The space between the holes in the columns (the 27 holes) is 0.750"

The holes are 0.386" diameter (size "W" drill bit) and 0.80" deep. In the center of these holes is a small 1/16" hole (or something similar, not crucial) so the cartridges that will go in these holes will slide in and out without pulling a vacuum on the back end.
On the corner there are 4 - 0.500" holes that go all the way through.

The 0.386" hole can be drilled if that is easier/cheaper and does not need to have a straight edge.
