Need Help! connecting lines

I am using a dxf drawing that the outline is made up from different lines and I can't figure out how to make them one line so I can cut on the outside of the line. I selected all of the lines and converted them to poly lines but this didn't work. the tool path comes out on the outside on some sections and inside on others.
