Finish quality with ballnose bits and chatter with roughing

I've been 3d profiling the same 3d models for awhile, and I'm wondering if I'm missing out by using the wrong finishing bits.
Right now I am cutting 12"X12"X1" pieces of wood that's between pine and oak in hardness.

I have used two flute up spiral Onsrud bits for wood, they work well but are pricey. I recently picked (VIA Onsurds store on ebay) up some one flute bits from Onsrud, I admire how silent they are, they cut well, but it seems that they tend to about 5% of the time to make a chattering noise depending on how they are cutting into the grain. (at like .2 DOC with .2 Stepover at 85 IPM using climb milling) I've played with speed and feeds without luck. Chatter is something I care about for the machine and router, not finish quality since I leave .06 with or so for the 1/4" ballnose to finish. Plus I have it do a final roughing pass with a smaller stepover to have less stair stepping.

So that comes to the finishing. I have been using Kyrocera 1/4" ballnose bits that are probably more metal orientated. I'm doing parallel passes with the grain at .02" stepover to minimize sanding(220 then 320), and to get more detail. Should I look for more aggressive bits for finishing or will that change be negligible? 1 4" 2500" Carbide 2 Flute Endmills Ball End Stub Kyocera Microtools | eBay
