New Machine Build which cam software can help me

hi all
i know good how to use artcam and powermill
but i have special application and idont know how ican found best cam software to do it
i want shaving in carpet using cutter machine which have line knife not rotary like spindle and some ereia must wider and some smaller so i think must rotate by shaving machine by fourth axis so which software can help me to generate gcode for this
