Newbie Bob Cad V21 3D

Would this be a good software just to get started.

All I am interested is doing some work on a 3 axis cnc router.

Looked on your site and only found V21 Express, Is V21 3D same or a older version.

Looking at this on Ebay and just checking also to see if it is legit.
