Do MC resellers have defined areas they can sell in?

The reason I ask is that I have only one reseller in my area and they dont want to budge an inch. I am upgrading my level 3 router with 4 axis curve to 5 axis with solids and productivity+ (which it seemed was included in X7 but apparently not) plus a post to run a 5 axis Hurco (which they are charging thousands for) plus an extra 500 bucks to get the post to work with productivity+ (!?!??).
All totaled it is almost 12 grand and they wont negotiate on price or throw in any training even thou they have regular training sessions anyway.
Do i have any recourse or another avenue to explore?
