Need Help! Can I get help converting .tap to .bpp

Hello everyone, I am looking for help with a special project. I have been tasked to try an experiment on one of our Rovers by having it mill a 3D object.

The file is currently in .tap and I only have access to AutoCAD and Biesseworks. Is this possible, or do I need another program?
