21M-B Simulator

I'm setting up a 21M simulator and have ran into a problem. The control is in a constant EMG state. This is holding the RST (F1.1) signal high.

The simulator consists of a 21M-B (2202-0900) with a PSM-15 power supply, SPM-11 spindle and two SVM1 alpha series drives. The original parameters are long gone. I loaded up a set that are close to the original machine and edited as needed. The axis configuration checks OK. The software boots up with a 3-axis configuration only (DDA1 software. Can't change this). I only have two axis connected and have dummied out the third.

I would like to power this up without the servo drives so I set the following parameters on all axis:

P3701.1 = 1 ignore serial spindle drive
P1023 = -128 dummy out the drives
P2009.0 = 1 dummy out the encoder feedback (motor FBK only)

I loaded up a simple ladder and tested all of the I/O. The G addresses to the CNC appear to be correct.
G8.4 (ESTP) = 1 estop
G8.6 (RRW) = 0 reset rewind
G8.7 (ERS) =0 external reset

The CNC boots up in EMG but shows no alarms.
F1.7 (MA)=1 saying the control is up
F1.0 (AL) =0 saying the CNC has no alarms.

Nothing appears in the CNC Diagnostic display that shows a problem.

I tried using the G126.0-2 to turn off all the servo's via the ladder. Still no luck.

I'm open to ideas.
