Tool offset taper value

I have to ask this here as every haas outlet I can find a number for is closed..2pm (chair)
The manual shows to divide the taper amount .0015 by the length 11. inches.
Manual says the value should be between 0. & .005 But my value is 1.3636

I tried using .00136 but that is waaaay wrong.
A little help please.
