Need Help! Tool Changer TC1-G problems

I have tool changer that is acting strange. I'm getting an intermittent arm out alarm. It looks like the Omron relay on the PCB is going bad. The 24 volts light for that relay is lighting up, so I know it's getting a signal, but the 120 output to the motor is only flashes for a millisecond or does not come on at all.

Any thoughts?

Oh another thing, my spindle speed percentage rate fluctuates. Going from 100% to 110% to 95% ... up and down all by itself. could this be related?
